The package file is not on the CD-ROM. It sucks over the package from Finland, then looks for the "chown" patch on freebsd.org. It fails to find it, and the install craps out. I sucked the package and the patch over from Finland and did a build and an install without apparent problems, by hand, so it's still possible to get ssh running without too many problems, but this may represent a problem in the packages collection.
