Subject:   "su" misbehaves on FreeBSD 5.0

hello,

I just installed FreeBSD 5.0 (i386) and I have experienced some
weirdness with respect to "su".

I've got two users on the machine (armijn and build), the first of which
is in the wheel group, the latter isn't. Now, when I log an as "armijn"
and then do "su -" everything works as expected, same for user "build".

If I login as user "armijn", then do a "su - build" and then do a "su -",
I do get asked for the root password. If I type it in I get a root prompt.

If I first log in as user "build", then do a "su - armijn" and try "su -"
the only thing I get is "Sorry".

I checked with a FreeBSD 4.7 box and there it works as I expected (as in,
always able to su to root as user "armijn", but never as user "build").

Is this a genuine bug, or just PEBKAC?
