I have had this issue since always on my Dell Latitude E7240 with Haswell i7-4600U (HD4400). Until FreeBSD 11.2-RELEASE I was using the default /boot/kernel/i915kms.ko since the kms port isn't needed for Haswell graphic= s. Though, when I recently upgraded to 12.0-RELEASE I gave graphics/drm-kmod (12.0) a try and the display now always resumes correctly.
