Maybe most noticeable when using, for example, the scroll ring around a
trackball.=20

With constant rotation of the ring, there is interrupted (non-constant)
scrolling.=20

For around one second, depending on how fast the human input device is kept
moving, the scrolled area within the sidebar:=20

1. stops moving

2. then restarts movement.
