with a concrete (or at least tangible) proposal (patch/review/idea) that are

The closest to this was comment 12 ("ports supporting CFLAGS.gcc+=3D and
CFLAGS.clang+=3D ..."), but is not the the issue summary (Title/History) 'as
stated' currently.
