For example, I maintain a local copy of the doc repository, but not a local copy of the ports repository. So if you ever do this, I'd set "NOPORTSCVS" but not "NODOCCVS". Of course, in an ideal world, you'd just set CVSROOT, and the Makefile figures out for itself which repositories you have locally. . . I'll commit with NOPORTSCVS, and think about the latter scenario (unless anyone else wants to consider it, and come up with patches).
