Subject: Changing pager for man pages globally

I have been reading the man pages on how to change the pager  
and I have not been able to find how to change them  
GLOBALLY. By globally what I mean is that it takes effect to  
all user.

I found it on Linux at work since the man pages indicated  
which file contained this, but I have not been able to find this  
on FreeBsd.
