That's getting better:

$ make -V MASTERPORT -f ./Makefile PORTSDIR=~/ports 
LOCALBASE=/nonexistentlocal X11BASE=/nonexistentx
/www/mod_php4/../../lang/php4

But not the same as the original:

$ make -V MASTERPORT -f ./Makefile PORTSDIR=~/ports 
LOCALBASE=/nonexistentlocal X11BASE=/nonexistentx
lang/php4
