I do agree that raw sockets will not necessarily mean attacks will increase
dramatically.  But I *do* believe that it is very well within the MS scheme
of things to attempt to proprietize the very fabric of the net itself with a
cleverly disguised attempt to make the net safer and more secure, or perhaps
the  same way they have done it up until now: brute force.
