You need to install perl in order to build an INDEX from scratch. That's true if you use the default 'make index' target or my p5-FreeBSD-Portindex code. Building an INDEX is a fairly time consuming task, and honestly, most people don't need to do it. You can download a pre-built INDEX by 'make fetchindex' which will be perfectly adequate for the vast majority of use= rs. What you don't get by using the pre-built INDEX is the effect of any local customizations or options settings. This means that the INDEX may disagree in detail about exactly what dependencies some ports have. However, the INDEX is not used as part of actually building anything, so those discrepancies are mere annoyances rather than real obstacles.
