Modify /usr/ports/Mk/bsd.ports.mk so that 5.005_03 is 5.6.1

Build/install /usr/ports/lang/perl5 as:
	make LOCALBASE=/usr install

Set NO_PERL=YES in your /etc/make.conf so that if you do an upgrade to the
OS, you don't wipe out what you've just installed ...
