Why should somebody even want to have it disabled, provided it's doing
the right thing?

Putting it into the utilities would do the same. :-)

I would perhaps agree to put ENABLE_STARTUP_LOCALE into the default
/etc/profile and /etc/csh.cshrc scripts.  At the very least, this
would still remind people that there's a hidden gotcha here.

In the long run, it should be handled right anyway.  I cannot see a
better time to start making it right than now.  2.1 is gone (from a
developer's point of view).  No chance to change it there (in
particular, given the rather serious xterm bug).  There's still an
unforeseeable time until 2.2 might complete.  Starting to fix the
utilities now would give enough time to find about the remaining
bogons in all our programs.  Hacking something that would yield the
same effect, but only in a more obfuscated way, is not something i
would like to see.  Neither does Poul.  And the remainder of the crew
appears to be tired about this lengthy discussion anyway...  Nobody
did vote for your point so far.  (Not even me, although i rather like
to see the `ö' in my name spelled right and not as an `v'.)
