Use phonon-vlc or phonon-gstreamer A more detailed explanation is that upstream stopped maintaining phonon-xine quite some time ago -- everyone is advised to switch to either phonon-gstreamer or phonon-vlc, which are actively maintained by KDE. We kept phonon-xine in the tree because it still built (which doesn't seem to be the case anymore) and some people had trouble with the other backends for one reason or another.
