In the case of this port, it explains to send the report directly to the maintainer. (I did that about 4 days ago and haven't heard any reply). I guess the answer is, when in doubt open a pr. Still, it's annoying to be misled in another direction. configure: error: no suitable apr found ===> Script "configure" failed unexpectedly. Please report the problem to lev@FreeBSD.org [maintainer] and attach the "/usr/ports/devel/subversion/work/subversion-1.6.15/config.log" including the output of the failure of your make command.
