1) You should check if fr.iso.kbd is in /usr/share/syscons/keymaps. If not
get the one in current (ftp.ibp.fr in /pub/FreeBSD/FreeBSD-current/...)
2) Try kbdcontrol -l /usr/share/syscons/keymaps/fr.iso.kbd. If ok do step 3)
3) Add the line kbdcontrol -l /usr/share/syscons/keymaps/fr.iso.kbd at the
end of your /etc/rc.local.
Reboot.
