What exactly is the error message (output of the dump command?)
Is the remote machine a FreeBSD machine?

It works for me here with the following setup between two FreeBSD
machines:

  o   the user on the remote machine is in group 'operator'
  o   chmod 660 /dev/rst0 
  o   entry in .rhosts
