Since I have been an over-user of /etc/motd, I thought I'd check out
using msgs for our system.  Out of the box, it could not create
files in /var/msgs -- it is still not clear to me whether the
directory should be suid someone or if it should be public read/write
(the program does an setuid(getuid()) making a simple suid bit
ineffective).  It also seems to fail to recognize "Subject" lines
in mail, and it doesn't strip headers, making mailed messages
somewhat unwieldy.  For the moment, I have put the original permissions
back and am using "msgs -s" directly from a root command prompt
to create new messages.

If there are other msgs users out there (or wanna-be msgs users),
I'll look at adapting, expanding, and improving msgs for our mutual
benefit, otherwise I'll probably get along with the status quo for
now...
