Eudora and most other POP mail clients with a "change password" pulldown
use it.

You can see what they want for their /etc/services in the poppasswd
sources on their FTP site (/pub/unix/servers/...).

The real question is: who is the official maintainer of /etc/services?

That's where it should be reported.

Doesn't IANA "own" port assignment?
