   It works with
export LC_MESSAGES=fr_FR.ISO8859-1

   but date and time are always in english (it's not important)

Change GDM_LANG to LANG in /etc/profile.  Also try adding:

export LC_MESSAGES=fr_FR.ISO8859-1
