Did you run 'quotaon'?

This is how much time the user can be over their soft quota before you
disallow creation of new files.  Once the user drops their usage below the
soft quota the system will return to normal.

sysconfig?  Hm ... quotas broke down early in the 2.2.x series, be wary.
