It seems that your problem is not in /usr/ports/ directory.

Can you try the following:
% cd /usr/ports/devel/php5-pear
% make -V EXTRACT_DEPENDS
% make -V PATCH_DEPENDS
% make -V FETCH_DEPENDS
% make -V BUILD_DEPENDS
% make -V RUN_DEPENDS

You should get something like pear:/usr/ports/devel/php5-pear

Dont you have something strange in /etc/make.conf or in your
environment?
