Does FreeBSD support flock() locking over NFS?

I've got a mail spool NFS mounted, and want to verify that mail.local is safe.

Also, since qpopper uses flock(), and has a warning in its documentation
about NFS related to this, I am currious about implementing it.  If flock()
is safe, it should be OK, correct?
