Hello..I'm having problems in setting disk quota in FreeBSD 2.2.2

I did the following after enabling quota in the kernel and recompiling
it.
1.  set quota for the user..edquota -u user
2.  enabled the quota to a range of uid's...edquota -p user uid range

It seems the quota doesn't work because after reaching the allowed disk
space...it still accepts incoming files....any help???..thanks
