There are several problems with sysinstall and rc.conf, unfortunately.  At
least you didn't get the nasty duplication problems that everyone else
gets.  :-(

Extract the src/etc distribution and copy /usr/src/etc/login.conf to
/etc/login.conf.  This is in ERRATA.TXT on the CD.
