Thanks for the help from those that offered advice. The problem was sorted
out for me by Chris Stenton.

The solution was to do with checking for valid shells as given in the
passwd file. The location of the tcsh binary had changed during the upgrade
(3.x vs 4.2). During the login process it seemed that some protocols
checked whether there was a valid shell and refused access if there was
not.
