Your card's working fine. Looks like you're having problems with the
default windowmanager that comes up: twm. Took me some time to work
out how to resize the windows when I first saw it as well - check out
twm(1).

Best to replace it asap. There's quite a few to choose from, eg
WindowMaker, Enlightenment, afterstep, ...
Copy /usr/X11R6/lib/X11/xinit/xinitrc to ~/.xinitrc, and modify the
latter to suit your new window manger.
