I asked this exact same question, on this list I beleive, about 2 weeks ago.
The answer at the time was that 2.9 was still being tested in -CURRENT.  A
few days later it was merged back into -STABLE.  I rebuilt my kernel/world
last night and now have OpenSSH 2.9, working like a champ.  That's fast
service ;)
