He is following the directions included with the 3.1-RELEASE CD set from Walnut Creek. I also encountered the same error, but was able to boot from the CD-ROM and installed 3.1 without incident. The install.bat worked fine on 2.2.6 and 2.2.8. There have been messages posted here about this error and replies were along the lines of - you're dumb, go figure it out yourself. I don't recall seeing a definitive answer on how to correct this problem, either.
