Take a look at The Porter's Handbook at http://www.FreeBSD.org/doc/en_US.ISO8859-1/books/porters-handbook/ In short, yes, each port has a maintainer that updates it whenever he judges it necessary; usually, as soon as a new version comes out. Port updates are done by sending a 'problem report' - PR - using the send-pr(1) program on your FreeBSD machine. If a port has no maintainer, anybody may submit a PR to update the port to a newer version or fix a problem with the current one. In that case, anybody submitting a PR may request maintainership of the port. If the port does have a maintainer, all such requests should be sent to the maintainer for review and approval, and then he will submit a PR for the fix or update. That was a very brief take on port maintainership, which probably raises more questions than it answers :) For more answers, do take a look at the Porter's Handbook at the URL above.
