Yes, you can get Static IPs.  Yes, normally you can have an IP for a very
long time.  It will change, however, if you change the NIC in your
computer.  The IP is somehow linked to that particular NIC.  For instance,
I bought a new 3Com NIC for a server and removed the old one.  The new NIC
got a new IP and the previous IP followed the old NIC that I put in another
box.

I am curious as to why you are getting Verizon DSL, though.  I left Verizon
because they got rid of all their high speed packages.  I had 1.5/768
forever and then they got rid of it and I couldn't keep it when I moved, so
I got rid of Verizon and went with AT&T.  The fastest package you can get
now is 1.5/128.
