 * This was a suggestion of yours that I followed nearly two
 * weeks ago. At least I got the newest /usr/share/mk files
 * 	and a few in /etc.

Um, please say so next time. You just said "got it and put it in
/usr/bin", you didn't say from where or how.

 * -r--r--r--  1 bin  bin  53817 Nov  5 15:36 bsd.port.mk
 * -r--r--r--  1 bin  bin   2502 Nov  5 15:36 bsd.port.subdir.mk

 * pb 17:14 <tao> [880] ll `which makeinfo`
 * 128 -r-xr-xr-x  1 bin  bin  65536 Mar 25  1997 /usr/bin/makeinfo
 * pb 17:15 <tao> [881] ll /usr/local/bin/makeinfo
 * 152 -rwxr-xr-x  1 root  bin  77824 Nov 19 21:19 /usr/local/bin/makeinfo

There is something amyss here. These are the timestampes from the
latest upgrade kit:

-rw-r--r-- asami/wheel    5399 Jun 10 01:11 1997 etc/mtree/BSD.x11.dist
-r-xr-xr-x bin/bin      110592 Jul 14 06:39 1997 usr/bin/info
-r-xr-xr-x bin/bin       20480 Jul 14 06:39 1997 usr/bin/install-info
-r-xr-xr-x bin/bin       77824 Jul 14 06:39 1997 usr/bin/makeinfo
-r--r--r-- bin/bin       53817 Jul 21 03:44 1997 usr/share/mk/bsd.port.mk
-r--r--r-- bin/bin        2502 Jul 21 03:44 1997 usr/share/mk/bsd.port.subdir.mk

 * I'll remove the earlier one in /usr/bin; but this doesn't
 * explain the date of the files in /usr/local/info.

That's some other port putting it there. Probaby teTeX's own. Make
sure you have /usr/bin ahead of /usr/local/bin in any case, or you
will run into lots of surprises if you build many ports.

 * How many upgrade kits are there?

Don't remember, but the last one was released in July.
