	If someone else submitted the code it is assumed that you

	This is when you grab software from OTHER REPOSITORIES.
	This will never refer to a person, ever ever ever. 
	OpenBSD, NetBSD, some PD cd you found, whatever, this is
	software from a thing not a person.

If you wrote and are committing the code, you need _nothing_.
These are only when a 3rd party (vendor or person) is involved and
we need to give credit.

While I'm here, when refering to someone with a freefall account, it
is redundant to use the full name, for instance.

Use:
Submitted By:	billf, jkh
as opposed to
Submitted By:	Bill Fumerola <billf@FreeBSD.org>,
		Jordan K. Hubbard <jkh@FreeBSD.org>

However, when refering to someone outside of the FreeBSD.org domain the 
above format of

		First Name <user@domain.tld>
or
		FAMILYNAME personalname <user@domain.jp>

is the only method to use. 

Someone should SGMLize or include the above in new committer documents.
