Hmm, there's no config tupple named 0x17 in my pccardc dumpcis, and it
causes resource allocation failure.

And I tested config 0x1 again with IRQ 3 and 9 (I have already tested
it with IRQ 10 last time), but I got the same result.

I'll read if_xe.c later.
