Not with that "disable" in there, which disables it.  On every desktop
system I've tried, a simple

device	apm

is enough.  Other hints may be required for some notebooks.

Of course, this is just the kernel part.  It also needs apm entries in
/etc/rc.conf and an APM-cable BIOS.
