I don't think it can be done in the read-only, because pkgdb will need to rebuild the INDEX.db and portupgrade will do the clean. Unless, there has such of options to disable the clean in portupgrade and change the path of INDEX.db. I didn't bother to check in the manpage, but you should if there have such of options to tweak.
