Remove this file (and any other blocking files) and try again. Probably this is just left from some broken deinstallation of autoconf-wrapper, as the port has no known CONFLICTS, but you may wish to check if the blocking files are listed as belonging to a particular port in your package database with 'pkg_info -W filename' before deleting them. If they are listed as belonging to some other port, then either your package database is corrupted, or some port needs to have CONFLICTS registered. In the latter case, you should file a PR. b.
