Subject: Updating Ports + Index

FreeBSD 12.0-RELEASE-p2

After running portsnap to update my ports, I usually run the following
command:

# /usr/sbin/pkg version -vL=3D

This will give me a list of ports that need updating. In this case, it
produced this:

libgpg-error-1.34 < needs updating (index has 1.35)
py36-certbot-apache-0.30.2_2 > succeeds index (index has 0.30.2_1)

Now, I understand the first port listed, but not the second. I know
that "py36-certbot-apache-0.30.2_2" was recently updated. I know,
because I filed a bug PR against it. The updated port is downloaded and
I have it installed. My question is why the index is apparently not
updated. This is causing "poudriere" to not update this port for me. I
had to manually update the port to get it to run correctly. I tried
downloading a new "index", but that failed to alleviate the problem.

So, where do I go from here?
