I was just upgrading a system from 2.2.8 to 3.3 and ran into a similar
problem.  IIRC I think it was either making sure I had used the DBI module
from the FreeBSD ports collection or it was installing the compat22
distribution from /stand/sysinstall that solved it.   I just don't recall
exactly.  HTH
