This restriction is result of the fact that the use of public-key
cryptography in the United States will be covered by patents until the
year 1997 (in the case of the Diffie-Hallman and Hallman-Merkle patents)
or the year 2000(in the case of the RSA patent).

p.159
The RSA algorithm is covered by U.S. Patent 4,405,829 ("Cryptographic
Communications System and Method"), which was filed for on December 14,
1977; issued on September 20, 1983; and expires on September 20, 2000.
Because a description of the algorithm was published before the patent
application was filed, RSA can be used without royalty everywhere in the
world except the United States (international patent laws have different
coverage of prior disclosure and patent applicability).
