First the hard dependency on yelp tools is just a BUILD_DEPENDS, so will not
force any new packages at runtime. This reflects correctly the actual usage=
 of
the dependency.

It is required because other parts of the patch require autotools to run and
the build chain blocks if it cannot find those tools in that phase.

I'd rather avoid any major changes to the configure scripts, which is diffi=
cult
to do for me since I am not an expert about such tools.

Anyway patches are welcome to remove this requirement. I'm not too happy ab=
out
it myself.
