boot.loader(5):

     /boot/loader.conf           user defined settings.
     /boot/loader.conf.local     machine-specific settings for sites with a
                                 common loader.conf.

So you can have a standard /boot/loader.conf across your site, but still
deal with hardware/setup/etc differences.
