If so, it isn't working.
	Did you enable PF?
	Do you have this line in /etc/rc.conf or /etc/rc.conf.local: ?
		pf_enable="YES"

As you have a nat-rule in your pf.conf, this shouldn't work either, if 
pf isn't enabled!

Works for me (I get a customized error-page)!
