Synopsis: Change to Documention Regarding Upgrades State-Changed-From-To: open->analyzed State-Changed-By: nik State-Changed-When: Fri Apr 9 14:17:51 PDT 1999 State-Changed-Why: Is this still teh case? src/Makefile's comment implies that "make upgrade" is only for the 2.2 -> 3.x transition.
