 This port _does_ build(or patch) properly:
 ===>  Patching for apsfilter-4.9.9
 ===>  Applying FreeBSD patches for apsfilter-4.9.9
 ===>  Configuring for apsfilter-4.9.9
 ===>  Building for apsfilter-4.9.9
 
 I am able to reproduce the error you are receiving by doing the following:
 
 root@norn (/usr/ports/print/apsfilter)# rm work/.patch_done 
 root@norn (/usr/ports/print/apsfilter)# make patch
 ===>  Patching for apsfilter-4.9.9
 ===>  Applying FreeBSD patches for apsfilter-4.9.9
 Ignoring previously applied (or reversed) patch.
 4 out of 4 hunks ignored--saving rejects to SETUP.rej
 Ignoring previously applied (or reversed) patch.
 1 out of 1 hunks ignored--saving rejects to bin/apsfilter.rej
 *** Error code 5
 
 It looks to me that you need to do a ``make clean'' or rm -rf work
