I turned on 'option IPACCT' in the kernel, however, after that what
do I do to collect the data?

Poking about the program ipfw seems to be involved.

However,

foo# ipfw
ipfw: ERROR - bad arguments
See man ipfw(8) for proper usage.
foo# man 8 ipfw
No entry for ipfw in section 8 of the manual
