I thought NO_PATCH, at least, was potentially useful for testing
purposes.

eg.

{Hmm...  I'm testing this upgrade, and I don't want to apply the
last rev's patches...  what will I do?  I know!}

$ NO_PATCH=yes make configure

Although, I've never actually used NO_PATCH, yet....
