This broke building otherwise valid kernels.

The following is from RELENG_3 make depend:

../../netinet/ip_input.c:45: opt_ipstealth.h: No such file or directory
mkdep: compile failed

Adding ``options IPSTEALTH'' to the i386/conf/FOO clears this
problem.
