CVS commits are automatically generated from the Subversion repository 
by an exporter, the actual commits are only done in Subversion. 
Apparently this exporter is down at the moment.

CVS support is scheduled for de-orbit after February 28, 2013, so you 
might want to look at e.g. portsnap, Subversion, or even pkgng instead.
