Just as a test I created an X11/xorg.conf with only the following:

Section "InputDevice"

    Identifier  "Keyboard1"
    Driver      "kbd"

option "XkbLayout"  "es"

EndSection

I expected an error but got none but also still have the same English layou=
t.
