I think I can confirm issue with hot plug. I updated FreeBSD to 12.1-RC1 and
Xorg to 1.20.4 and if I unplug-plug USB Logitech mouse receiver Xorg can't
reattach to it.

event5 - failed to create input device '/dev/input/event5'

Receiver works in console (if I Ctrl + Alt to it) or after Xorg restart.

Receiver works if it plugged after Xorg start, so only removal breaks
something.
